The cache is where RuneScape stores its data on the player's computer[1]

Subjects excluded from the cache[edit]
It is possible for a subject to still exist server-side. For example, the NPCs Weapon poison salesman is still present in Old School RuneScape's codebase, but is excluded from the cache because that NPC is commented out in the .npc file[2].
